Canon S2 IS in night mode. It was still twilight outside and the prolonged exposure has over exposed the horizon. That apart, the city and the Schuylkill river have come out in striking contrast - deep blue/black as opposed to the lights of the city
The credit should go to the apartment which housed the view, the camera owner who lent it to you and gave you inspiration and then the city which is beautiful.
I shot this from Roy and Sindhu's apartment which is on the 32nd floor and using Venus's Canon S2 IS. Since I dont own a camera, I rely on the others for artistic expression ;-)

Nice pic. The river looks amazingly glassy...guess its due to the angle of light and the calm nature of the river??
whats with critics these days? whatever happened to superior talent of the photographer - the keen eye and suchlike?
Point conceded happily :-) Where are you shooting this from? A skyscraper?

GP, Keep practicing and we'll have some Dil's-IP.
Should have had some Traffic- contrast would have been 'complete'.
